建设全国统一大市场:既要拆“篱笆”又要换“土壤”

6月5日,国务院新闻办公室举行政策例(li)行吹风会(hui)(hui),介绍(shao)建(jian)设(she)全国统(tong)一(yi)大(da)市场(chang)(chang)有关(guan)情况。国家发(fa)展(zhan)和改(gai)革委员会(hui)(hui)副主任(ren)李(li)春临介绍(shao)说,2022年(nian),中(zhong)共(gong)中(zhong)央、国务院《关(guan)于加(jia)快建(jian)设(she)全国统(tong)一(yi)大(da)市场(chang)(chang)的(de)意见(jian)》(以下简称(cheng)《意见(jian)》)印(yin)发(fa)实施。目前,在各方面共(gong)同努力下,建(jian)设(she)全国统(tong)一(yi)大(da)市场(chang)(chang)取得初步(bu)成(cheng)效,社会(hui)(hui)共(gong)识进一(yi)步(bu)增强,重点任(ren)务的(de)实施路径进一(yi)步(bu)明(ming)确,加(jia)快建(jian)设(she)全国统(tong)一(yi)大(da)市场(chang)(chang)重大(da)改(gai)革部署对稳定发(fa)展(zhan)预(yu)期、释放(fang)市场(chang)(chang)活力、降(jiang)低交易成(cheng)本、促进循环畅通(tong)发(fa)挥了积(ji)极作用。 

全(quan)国(guo)统(tong)一(yi)(yi)(yi)大(da)市(shi)(shi)(shi)场(chang)(chang)是(shi)社会(hui)主义市(shi)(shi)(shi)场(chang)(chang)经济下的(de)(de)统(tong)一(yi)(yi)(yi)大(da)市(shi)(shi)(shi)场(chang)(chang),是(shi)充分(fen)发挥(hui)市(shi)(shi)(shi)场(chang)(chang)在资源配(pei)(pei)置中的(de)(de)决定性作用(yong)、更好发挥(hui)政(zheng)府作用(yong)的(de)(de)统(tong)一(yi)(yi)(yi)大(da)市(shi)(shi)(shi)场(chang)(chang),是(shi)面(mian)向(xiang)全(quan)球、充分(fen)开(kai)放(fang)的(de)(de)统(tong)一(yi)(yi)(yi)大(da)市(shi)(shi)(shi)场(chang)(chang)。但是(shi),俗话说得好,一(yi)(yi)(yi)分(fen)部署(shu)(shu),九分(fen)落实。李春临表(biao)示(shi),《意见》出(chu)台(tai)一(yi)(yi)(yi)年多来,各地(di)区(qu)各部门(men)认真(zhen)贯彻落实党中央、国(guo)务(wu)院(yuan)决策部署(shu)(shu),扎实推进(jin)(jin)各项重(zhong)点(dian)任(ren)务(wu)落实落地(di)。一(yi)(yi)(yi)是(shi)组(zu)织各地(di)对(dui)妨碍统(tong)一(yi)(yi)(yi)市(shi)(shi)(shi)场(chang)(chang)政(zheng)策措(cuo)施(shi)开(kai)展自查(cha)清理,废止、修订和纠正了(le)一(yi)(yi)(yi)批妨碍统(tong)一(yi)(yi)(yi)市(shi)(shi)(shi)场(chang)(chang)和公(gong)(gong)平(ping)竞(jing)争的(de)(de)政(zheng)策措(cuo)施(shi)。集(ji)中组(zu)织宣传引导,营造(zao)有(you)利社会(hui)氛(fen)围(wei)。二是(shi)围(wei)绕(rao)强化市(shi)(shi)(shi)场(chang)(chang)基础制(zhi)(zhi)度规(gui)(gui)则统(tong)一(yi)(yi)(yi)、促进(jin)(jin)要素和资源市(shi)(shi)(shi)场(chang)(chang)统(tong)一(yi)(yi)(yi)、推进(jin)(jin)商品和服务(wu)市(shi)(shi)(shi)场(chang)(chang)高水平(ping)统(tong)一(yi)(yi)(yi)、推进(jin)(jin)市(shi)(shi)(shi)场(chang)(chang)监管公(gong)(gong)平(ping)统(tong)一(yi)(yi)(yi),在完善产权(quan)、市(shi)(shi)(shi)场(chang)(chang)准(zhun)入、公(gong)(gong)平(ping)竞(jing)争、信用(yong)等方面(mian)出(chu)台(tai)了(le)一(yi)(yi)(yi)批配(pei)(pei)套政(zheng)策。三是(shi)重(zhong)点(dian)领域工作取(qu)(qu)得积(ji)极进(jin)(jin)展,包括全(quan)面(mian)实行(xing)(xing)股(gu)票发行(xing)(xing)注册制(zhi)(zhi)改革,全(quan)面(mian)启(qi)动深化农村集(ji)体(ti)经营性建设(she)用(yong)地(di)入市(shi)(shi)(shi)试点(dian),全(quan)面(mian)取(qu)(qu)消二手(shou)车限迁政(zheng)策,推进(jin)(jin)全(quan)国(guo)统(tong)一(yi)(yi)(yi)电力(li)市(shi)(shi)(shi)场(chang)(chang)体(ti)系和碳市(shi)(shi)(shi)场(chang)(chang)、统(tong)一(yi)(yi)(yi)开(kai)放(fang)的(de)(de)交通运输(shu)市(shi)(shi)(shi)场(chang)(chang)建设(she)等。四是(shi)整(zheng)治(zhi)了(le)一(yi)(yi)(yi)批突出(chu)问(wen)(wen)题,加大(da)对(dui)滥用(yong)行(xing)(xing)政(zheng)权(quan)力(li)排除(chu)、限制(zhi)(zhi)竞(jing)争行(xing)(xing)为(wei)的(de)(de)查(cha)处力(li)度,通报(bao)了(le)一(yi)(yi)(yi)批违背市(shi)(shi)(shi)场(chang)(chang)准(zhun)入负(fu)面(mian)清单典型(xing)案例,在全(quan)国(guo)范(fan)围(wei)内开(kai)展涉企违规(gui)(gui)收费问(wen)(wen)题专项整(zheng)治(zhi)。

做建设全国统(tong)一(yi)大市场的参与者、推动者和(he)实践者
